President Lương Cường called on the State of Oregon to support and promote U.S. recognition of Vietnam as a market economy and to remove Vietnam from the list of countries subject to export restrictions.
On the occasion of attending the High-Level Debate of the 80th United Nations General Assembly, combined with bilateral activities in the United States, on the morning of September 21 (local time) in Seattle, President Lương Cường received a delegation of Oregon legislators led by Representative Daniel Nguyễn, Chairman of the Oregon House Committee on Economic Development.
Member of the Party Central Committee and Minister of Industry and Trade Nguyễn Hồng Diên, together with leaders of other Vietnamese ministries and agencies, accompanied the President during these activities.

At the meeting, President Lương Cường emphasized that 2025 is a significant year for Vietnam-U.S. relations, marking the 30th anniversary of diplomatic ties and the 2nd anniversary of upgrading the bilateral relationship to a Comprehensive Strategic Partnership. The two countries have maintained positive momentum across all fields, including politics-diplomacy, defense-security, and trade-investment cooperation.
This is the right time for Vietnam and the United States to consolidate the foundation and depth of cooperation, continue to reap tangible results, bring mutual benefits, and contribute to peace, stability, and prosperity in the region and the world.
Sharing Vietnam’s outstanding achievements in socio-economic development and diplomacy after 50 years of reunification and 80 years since the country’s founding, the President underlined Vietnam’s aspiration for high and sustainable economic growth, implementing its two strategic development goals for 2030 and 2045, which requires the companionship and support of all partners, including the United States and the State of Oregon.

President Lương Cường urged Representative Daniel Nguyễn and Oregon legislators to continue supporting the Vietnam-U.S. bilateral relationship, strengthen cooperation in trade, science and technology, and innovation. He called for Oregon’s support in Vietnam’s green growth, semiconductor industry, and high-quality human resource training to meet the requirements of sustainable development and integration into global supply chains. He also requested Oregon’s advocacy for the U.S. to soon recognize Vietnam’s market economy status and remove Vietnam from the list of countries restricted in high-tech exports.
The President praised the large and successful Vietnamese community in Oregon, who not only integrate well into U.S. society but also serve as an effective bridge of friendship between the two nations. He reaffirmed that the Vietnamese Party and State always regard overseas Vietnamese, including those in the United States, as an inseparable part of the Vietnamese nation, and always create favorable conditions for them to stabilize their lives and contribute to their homeland.

They affirmed their commitment to further supporting expanded cooperation with Vietnam, exploring opportunities for trade promotion, academic exchange, people-to-people connections, and welcoming Vietnamese delegations to Oregon in the near future.
The legislators affirmed that they will continue to support the expansion of cooperative relations with Vietnam.
Representative Daniel Nguyễn affirmed that, as a son of Vietnam, he would do his utmost to strengthen the connection of the Vietnamese community in the United States with their homeland, fostering unity and attachment, and ensuring that future generations always understand and cherish their Vietnamese roots.
